Indian cricket is attempting to extend an olive branch to South Africa in a bid to have Herschelle Gibbs and Nicky Boje play in the ICC Champions Trophy later this year.
The pair were implicated in the 2000 match-fixing controversy and for fear of arrest have not returned to India.
Gibbs was banned for six months after admitting accepting money while Boje has denied any involvement.
They have missed two visits to the sub-continent as a result.
The Board of Control for Cricket in India is hoping that the power of its president Sharad Pawar, who is Minister for Agriculture, will allow a change of attitude by the government.
BCCI secretary Niranjan Shah told BBC Sport, "We are keen to see Boje and Gibbs play. We want the best teams to play."
The BCCI received a letter from the International Cricket Council on the matter recently.
Shah said the ICC wants to utilise the connection but added "this is a police matter and involves legal issues."
South Africa is due to meet New Zealand in their first match of the Trophy in Mumbai on October 16.
